Student Athlete NIL Legislation Enacted in Alabama

On April 20, 2021, Alabama governor Kay Ivey signed into law a name, image, and likeness (NIL) bill, making Alabama the tenth state to enact such legislation.
The new law, which goes into effect on July 1, 2021, allows student-athletes at Alabama colleges and universities to receive compensation for their names, images, and likenesses (NIL) at market value and to hire agents or attorneys to represent them for the purposes of receiving NIL compensation. In sum, the law sets forth several key rules, similar to the requirements of laws previously enacted in other states.
It allows a college or university to prohibit student-athletes from entering into contracts with brands or companies in the following categories: tobacco, alcohol, controlled substances, adult entertainment, casinos and entities that promote gambling activities, as well as “[a]ny entity or individual that … negatively impacts or reflects adversely on the postsecondary ed ....

The Alabama Legislature Thursday gave final approval to a bill that would create a statewide medical marijuana program, following two historic votes and a House debate spanning more than two days.
The House of Representatives voted 68 to 34 to approve the measure, sponsored by Sen. Tim Melson, R-Florence, despite a lengthy filibuster from about a half-dozen dedicated opponents that delayed a vote on the bill on Tuesday. The Senate concurred in changes to the bill late Thursday on a 20 to 9 vote. ....

New Alabama law removes anti-homoesexuality language from sex ed law


Language calling homosexuality illegal and unacceptable will be struck from the state s laws on sex education under a measure signed by Gov. Kay Ivey this week.
The bill, sponsored by Rep. Laura Hall, D-Huntsville, removes a paragraph dating from 1992 that requires courses on human reproduction and sexual education to emphasize that homosexuality is not a lifestyle acceptable to the general public and that homosexual conduct is a criminal offense under the laws of the state.
The bill passed the Alabama House 69 to 30 on March 2. It passed the Senate 18 to 6 on April 20. It will go into effect July 1.
In the Montgomery delegation, Reps. Reed Ingram, R-Pike Road; Kelvin Lawrence, D-Hayneville; Thad McClammy, D-Montgomery;  Charlotte Meadows, R-Montgomery; Tashina Morris, D-Montgomery and Chris Sells, R-Greenville voted for the bill. In the Senate, Sen. Will Barfoot, R-Pike Road voted against the bill. Sen. Kirk Hatcher, D-Montgomery, voted for it.  ....

Sen. Baldwin Supports Legislation To End Student Loan Debt Crisis

U.S. Senator Tammy Baldwin joined Senator Brian Schatz (D-HI) and U.S. Representative Mark Pocan (D-WI) in the reintroduction of the Debt-Free College Act, legislation that will reverse the growing student debt crisis in the United States. The bill restores a path to affordable college by providing states incentives through matching grants to increase investments in public higher education and provide students with debt-free college.

The Debt-Free College Act would establish a state-federal partnership that provides a dollar-for-dollar federal match to state higher education appropriations in exchange for a commitment to help students pay for the full cost of attendance without having to take on debt. The bicameral legislation, first introduced in 2018, was the first proposal to go beyond free tuition, and ensure that students leave college without the financial burden of student loan debt. ....
