Washington State Senate health bills that advanced to the House before the cutoff

The past two weeks have been busy in the Washington State Legislature, both houses have had a marathon of floor sessions in order to get bills passed before the house of origin cutoff on Tuesday at 5 pm. 
In the Senate there were 20 health or health related bills that were heard in the past two weeks and managed to make it to the House. Here are the 11 that we have been watching.
 
 
First up are the bills that made it through floor sessions with minimal debate and support on both sides of the aisle. Senate Bill 5115, sponsored by Sen. Karen Keiser (D.), would create an occupational disease presumption for frontline employees during a public health emergency for the purposes of workers’ compensation. Washington Senate Finally Passes Capital Gains Tax

After nine long years of effort and a long debate Saturday afternoon, the Washington state Senate narrowly passed a proposal to tax capital gains on a 25-24 vote.
Democrats who joined Republicans in voting against the measure predictably included Sens. Mark Mullet, Steve Hobbs, Annette Cleveland, and Tim Sheldon.
The bill will now head back to the House for approval, which it will likely receive given that chamber s support for the tax in the past. Governor Jay Inslee included a version of capital gains tax legislation in his budget proposal this year and in previous years, so he won t be a roadblock either. ....

Washington state Senate approves open carry ban at Capitol, permitted rallies in party-line vote


Arizona joins four other states in seeking protection from any federal legislation that would affect Second Amendment rights.
Washington state senators voted along party lines Thursday to pass a bill that would ban the open carry of firearms and other weapons both at the Capitol building and grounds and within 250 feet of a permitted protest anywhere in the state.
The ban includes having a firearm in one s car. 
Democratic state Sen. Patty Kuderer, the bill’s sponsor, said guns and politically-charged situations is a bad combination and it poses serious risk to public health and safety.
What you need when you come to the Capitol is your voice. You don’t need a weapon, she said.  ....

WA State Senate Passes Open Carry Ban At Capitol, Protests

Washingtonians would have to choose between their First and Second Amendment rights if a bill approved by the Washington State Senate on Thursday eventually becomes law. The legislation would ban the open carrying of firearms at the state Capitol complex in Olympia as well as within 250 feet of any permitted protest in the state, and while Republican senators (and many gun owners) have voiced their objections to the proposal, SB 5038 passed along party lines.
Republican state Sen. Keith Waggoner, who voted against the bill, said during floor debate that the Bill of Rights “are not enumerated in order of importance,” meaning the First Amendment doesn’t outweigh the Second. ....
