Longevity payments raise question of employee definition

Legal questions were raised as to the employment status of commissioners after it was discovered that longevity payments intended for employees went to elected officials to the tune of $21,444.75 in taxpayer money. Commissioner Ken Zander addressed the issue with The Press, calling the accusations of malfeasance by Commissioner Carla Arthaud slanderous. Tom M. Henning, Stark County State’s Attorney, submitted his resignation to the Stark County Commission effective Feb. 1, 2021. Hennings resignation was formally accepted unanimously during the regularly scheduled Stark County Commission meeting on Dec. 29.
I was not surprised by Tom s letter, I look at it more as a retirement letter because he s has more than 30 years with Stark County and has been talking about retirement for a while, Ken Zander, Stark County Commissioner, said. He probably would have retired this time last year had it not been for COVID and the loss of an Assistant State s Attorney last year. ....
