The state Supreme Court, in a ruling heralded by civil libertarians as a check on law enforcement power, ruled Monday that police cannot pull over a motorist merely because their license plate bracket or plateholder slightly obscures the vehicle s tag.
The high court said in its unanimous decision that it wasn t enough that the bracket partially obscures information on the tag to warrant a stop. The plateholder has to render the pertinent information a letter, number or state name unrecognizable for such a traffic stop to be lawful.
The ruling limits what civil libertarians have long complained are illegal pretextual stops stops made for negligible or no good reason in order to justify questioning the motorist. Such stops give police the chance to make unrelated inquiries, such as why the motorist is in the neighborhood or if drugs or weapons are in the vehicle.

BRICK - An assailant still on the loose stabbed a 44-year-old man in the back in the parking lot of ShopRite on Route 70 in Brick Monday afternoon, authorities said.
Ocean County Prosecutor Bradley Billhimer said there is no danger to the public, calling it a targeted attack in a statement on the crime.
Brick police officers discovered the victim with stab wounds to the back when they went to the parking lot of the supermarket about 4 p.m.
Medics rushed the man to Jersey Shore University Medical Center in Neptune where he is listed in critical but stable condition, Billhimer said.

After a chance of rain Sunday night and Monday and increasing humidity, the end of July is expected to shape up to see classic, balmy summertime weather.
The forecast at the Shore calls for temperatures to reach as high as the low 90s on Monday and Tuesday before dropping. Up north, the week will start off slightly cooler.
Humidity will rise through the week, peaking Wednesday and Thursday, said Robert Deal, meteorologist at the National Weather Service in Mount Holly. Humidity is definitely popping back up, he said, as it ordinarily does this time of year.
Dew points will rise to into the high 60s to the low 70s, making it feel muggy and uncomfortable, he said.
