Hong Kong has long had some of the best universities in Asia, with top-notch researchers never afraid to pursue pressing, cutting-edge questions. Yet today, under the National Security Law forced on the city by Beijing, these academics are facing unprecedented challenges that have forever changed their living and working environment. What can the world do to help?
In thinking through the success of Hong Kong’s universities, there is a long list of strengths that have contributed to this success: generous salaries, reasonable teaching loads and substantial research funding. Yet if we ask what really makes Hong Kong’s universities truly unique, their defining strength is undoubtedly their robust academic freedom. A legacy of the British colonial era, this freedom was largely maintained following the city’s handover to China in 1997 under the rubric of ‘one country, two systems’. ....

The District 4 representative is the fifth Jacksonville city lawmaker to test positive for the virus since March.
Jacksonville City Council member Kevin Carrico, who went to an emergency room with the COVID-19 virus, will complete a 14-day quarantine Feb. 9 but will attend next week’s Council meeting virtually “out of an abundance of caution.”
The District 4 Council member said in a Feb. 4 email he will resume in-person work for the Boys & Girls Club of Northeast Florida, where he is vice president of operations, and Council on Feb. 10.
Carrico is the fifth Council member to test positive for COVID-19 since the pandemic began in March. ....

Tam Tak-chi has spent much of the past two decades talking. First as a popular radio host, then as a prodemocracy activist, Tam had opinions, many of them, and cared little about holding them back. So it was not entirely surprising perhaps even expected in Hong Kong’s rapidly atrophying space for dissent that his words eventually drew the ire of authorities. Early one September morning last year, Tam was arrested at his home.
His case has not drawn as much media attention, either domestically or abroad, as some other recent incidents in the city the day he was arrested, police nabbed some 300 others, fired pepper balls at demonstrators, and tackled a 12-year-old girl to the ground. In the months that followed, a steady, unrelenting clampdown included the jailing of the newspaper executive Jimmy Lai, and the mass arrest of prodemocracy figures has continued. ....

Eastside needs a trust fund
I remember attending a city function years ago and talking with a City Council member about the city being unable to fund various projects, citing lack of revenue. This council person said, “Don’t you believe that. We can always find the money.”
That statement, I believe, is still true today, especially when the administration and 12 council members supported the give-away of more than $230 million for one project. Now that the Lot J project is gone and we know that the city was willing and able to accept  a ROI of 44 cents on the dollar it’s time for Councilman Dennis to sponsor a bill to have the city create and fund the Eastside Development Trust Fund with the same parameters he offered as an amendment to Lot J negotiations. Two Million down and $500,000 a year. A much better return on investment. ....
