A new motion by Green Party councillor Pete Fry and independent councillor Lisa Dominato aims to address this issue. “Since the COVID-19 pandemic, less eyes on the street, more boarded-up storefronts, and a frustrated population have led to a noticeable uptick in graffiti and street tagging. Across the city, nuisance graffiti has seen a significant increase,” reads the motion, which brings up the broken windows theory based on anecdotal and empirical evidence that the presence of graffiti in an area over an extended period of time encourages more graffiti. Existing municipal policies require property owners to remove illegal graffiti within 10 days of receiving a notice. There is also a minimum fine and penalty of $500 for anyone caught doing illegal graffiti. ....

Unfortunately for them, the clinic at Vancouver Community College was only open to those with appointments. “I’ve been here for about an hour and 45 minutes, actually,” said Michelle Dodek. “We were told at about 9:15 (a.m.) by a constable that we should wait … even though we didn’t have an appointment.” That information turned out to be incorrect. This can be done by doing away with the rezoning process. Rezoning is typically required for developments that involve more height and density than are allowed under existing zoning. To hasten the delivery of social housing, city planners recommend amending zoning districts classified as RM or residential multi-family. The proposed change will allow six-storey social housing developments. If approved, social housing projects will only have to go through a development application, which means proponents will have to deal only city planners. ....
