LCCC study: Wyo residents can afford more taxes


Wyoming residents can afford to pay more in taxes, argues an analysis by the Laramie County Community College’s Center for Business and Economic Analysis, citing the state’s already low tax burden and relatively inexpensive cost of living.
The analysis, drafted last December, was presented to the Joint Revenue Committee on May 11 as part of an interim discussion on the state’s tax structure. It expands on a 2020 Legislative Service Office study that compared Wyoming’s median tax rates to those in surrounding states like Nebraska, Montana and the Dakotas.
That study found Wyoming could generate more than $800 million in new revenues per year without hurting its competitiveness with those other states, all of which have seen substantially higher population growth over the last decade. ....

Medicaid expansion would create almost 2,000 jobs, study says


CASPER — Expanding Medicaid could create nearly 2,000 Wyoming jobs and grow the state’s overall economic output by $1.5 billion in five years, according to a new report published Thursday.
The report predicts major economic gains for states that leverage a temporary federal incentive to expand Medicaid to cover more low-income residents. It comes just over a week after a legislative committee backed reviving the expansion debate in Wyoming.
The new estimates come from national think tank The Commonwealth Fund, which analyzed how a special federal bonus being offered to non-Medicaid expansion states through the American Rescue Plan Act could bolster those states’ economies. ....

The Legislature’s Joint Revenue Committee voted to revive Medicaid expansion Tuesday afternoon, setting it up for yet another hearing in Cheyenne.
The 9-5 vote came after a full day of hearings and testimony punctuated with emotional appeals from Wyoming residents urging lawmakers to revive last session’s House Bill 162 – Medical treatment opportunity act, in a future session. ....

LCCC Study Says Wyoming Could Afford Higher Taxes
A Laramie County Community College study presented to a Wyoming Legislative Committee last week says the state could afford higher taxes without damaging the state economy.
It was presented to the legislature s Joint Revenue Committee on Monday. it comes as the state faces long-term budget challenges that include a roughly $300 million per year shortfall in school funding. While federal COVID-19 stimulus money will more or less bail out the state, for now, it s not a long-term solution.
The study said Wyoming could increase state revenues by about $800 million per year without hurting the state s economy. It says that the easiest path for doing so without creating a state income tax (which is highly controversial in Wyoming) would be to increase sales taxes. ....
