The Coalition for Equal Educational Opportunities, Alison Notte, et al Our Vermont legislators recently commissioned a state-of-the-art study to investigate how best to apportion funds to schools equitably.  Unfortunately for the students of Vermont, it detailed serious inequities in school funding.  What this study unveiled was an outdated distribution of funds to its districts. For twenty years the tax structure in Vermont has skewed away from fully supporting our most vulnerable students and families.
Nearly 60% of Vermont schools have had their equalized students undercounted, some by more than 20%.  This has led to higher tax rates and fewer resources for these schools. This has left lasting scars on our kids, and the deepest scars are in the poorest school districts.  ....

Childcare bill becoming a heavy lift
The House Committee on Human Services is working through H.171, a bill that would create a comprehensive child care system governed and subsidized by the state. The system would take several years to establish. The work began in earnest last year.
There are two critical studies in the bill. The first is the creation of an Early Care and Education Systems and Administration Advisory Committee which would ultimately advise relevant state agencies regarding the delivery of appropriate services. This 20-member committee would include representatives of three business-related representatives: the Vermont Business Roundtable, the National Federation of Independent Businesses, and Vermont Businesses for Social Responsibility. ....

Voters in Burlington, Randolph, Strafford and Windsor and at least 15 other Vermont municipalities voted Tuesday to approve retail marijuana sales on Town Meeting Day.
Bennington, Brattleboro, Montpelier, Middlebury, Vergennes, Waterbury, Berlin, Danby, Danville, Salisbury, Brownington, Waitsfield, Brandon, Pawlet, Barton, Sutton, Burke, Duxbury and Winooski also voted to allow local cannabis businesses, clearing the way for marijuana shops to open up as soon as October 2022.
Voters in at least 27 Vermont towns and cities were asked Tuesday whether they want to permit local cannabis sales. Legislation to establish a legal marketplace for marijuana became law last fall two years after the state legalized limited possession and cultivation of the drug. ....

Vermont Legislature considers banning flavored vape products, menthol

The Vermont Senate has revived legislation that would ban the sale of flavored vaping and tobacco products, including menthol cigarettes.
The ban was floated last year as a way to prevent youth use of nicotine products, but the proposal was sidelined after the COVID-19 pandemic hit.
Sen. Ginny Lyons, D-Chittenden, chair of the Senate Committee on Health and Welfare, said in an interview this week that she’d like the Senate to pass the bill, SB 24, “as quickly as possible.” She said use of nicotine products by young people has increased during the COVID-19 pandemic. ....
