Minister English requests Labour Court to consider establishing a Joint Labour Committee for Tusla registered Early Learning and Care and School Age Childcare Service Providers

Minister for Business, Employment and Retail, Damien English TD, has formally referred a request to the Labour Court to consider the establishment of a Joint Labour Committee (JLC) for Tusla Registered Early Learning and Care and School Age Childcare (ELC and SAC) Service Providers.
The request for application for an establishment order was based on an independent report by Dr Kevin Duffy, the former Chair of the Labour Court, prepared for the Minister for Children, Equality, Disability, Inclusion and Youth, Roderic O’Gorman TD, on the matter. ....

Childcare workers set for improved pay says minister after recommending new wage-setting body

The minister’s recommendation follows a commitment in the programme for government to set up a joint labour committee (JLC) for the sector.
A joint labour committee would enable Siptu and Childhood Services Ireland of Ibec to negotiate an employment regulation order for the sector.
This would set standard and legally binding pay and conditions for staff across the sector.
“While there is still a distance to travel, today marks an important milestone in our journey towards improved pay and conditions for those working in the sector,” said Mr O’Gorman.
“Finding an appropriate mechanism to address pay and conditions is key to the ongoing professionalisation of the sector, and will underpin the delivery of quality services for children and families.” ....

The annual SIPTU Early Years Professionals’ survey has found that 43% of child care workers are actively seeking another job due to low pay levels in the sector.
The findings also show that 90% of workers struggle to make ends meet, 77% have no work sick pay scheme and just 10% receive paid maternity leave from their employer. Of the 26,882 staff who work directly with children, 98% are female.
The survey was completed in late 2020 by Dr Amy Greer Murphy, a social scientist who uses qualitative research to understand inequality and the impact of public policy on social and health outcomes. ....
