Iowa lawmakers are not moving forward this year with Gov. Kim Reynolds proposal to ban racial profiling by law enforcement, even as they advance several pro-police measures Reynolds had put forward as part of the same bill.
The fragmentation of Reynolds proposal shows the divides among Republicans, Democrats and civil rights and law enforcement groups on how to move forward to address policing following last summer s pleas for racial justice. In June, as protests were nightly occurrences across Iowa and the nation, the Legislature came together to unanimously pass a bill to curb police misconduct. 
The anti-racial profiling measure was one of Reynolds top priorities for the year. In her Condition of the State speech in January, the governor called for a ban on disparate treatment by law enforcement. ....

The Republican governor s follow-up proposal, released on Tuesday, is not receiving that universal acclaim.
Republicans are enthusiastic about parts of the bill, including increased penalties for assaulting police officers and cutting off state funding for cities that cut their police budgets. Meanwhile, some Democrats and civil rights groups, which have pushed for adding a ban on racial profiling in state law, are dismayed to see that measure combined with beefed up criminal penalties and punishment for cities. ....

Here's what's in Iowa Gov. Kim Reynolds' criminal justice bill on racial profiling


One-time expenses like equipment or vehicle purchases in the prior year.
Lower personnel costs if entry-level law enforcement officers replace those with more experience.
Merging or consolidating jail or dispatch services or merging law enforcement agencies.
Budget reductions due to reduced population in the area served.
The bill would not deny any state funds designated for law enforcement purposes.
The state would deny funding for cities and counties that reduce police budgets in the fiscal year following the year when the police budget was reduced. Local governments would become eligible to receive state funds again beginning on the first day of the month following the date their budget is no longer in violation. ....
