A Bihar megyei önkormányzat kezdeményezte, hogy a megyei Szociális és Gyermekvédelmi Főigazgatóság hatáskörében működő gyermek- és felnőttközpontok működtetését kiszervezze civil vagy egyházi szervezeteknek, illetve olyan vállalkozásoknak, amelyek rendelkeznek a megfelelő szakirányú engedélyekkel.
A megyei tanács csupán anyagi megfontolásból tervezi ezt, mert így tenné költséghatékonyabbá a rendszer üzemeltetését, hisz a kiszervezéssel mintegy ötszáz munkahely szűnik meg a főigazgatóságon. Az, hogy ez mennyire jó az állami gondozásban levő gyerekeknek, másodlagos kérdés. ....
