18 major flaws identified in anti-rape, criminal law ordinances

Commenting on the federal governmentâs Anti-Rape (Investigation and Trial) Ordinance 2020 and the Criminal Law (Amendment) Ordinance 2020, the Womenâs Action Forum (WAF) and the Women Lawyersâ Association (WLA) have expressed their opposition to legislation via ordinances, and highlighted how the two ordinances contain several overlaps with amendments already enacted in 2016 by the parliament, and other existing laws.
In a detailed position paper released on Wednesday, the leading women s rights bodies said the two ordinances severely undermined democracy, the legislatures (federal and provincial), and provincial autonomy/18th Constitutional Amendment.
In the position papers, WAF and WLA highlighted 18 major flaws within the ordinances. âThey include the ambiguous language and unclear conceptual framing of the ordinances; the content overlap between the ordinances and already existing laws, and duplication of existing laws i ....

SEOUL (Reuters) - South Korean police raided on Thursday the office of an anti-North Korea activist group that said it had released balloons into the North last week carrying dollar bills and leaflets denouncing the government in Pyongyang.
Such releases, though banned by a recent law, can provoke condemnation from the North, which last year blew up a joint liaison office and threatened military action after it was angered by the propaganda leaflets.
Police said they executed a search and seizure warrant at the Seoul office of Fighters for Free North Korea, a group led by Park Sang-hak, who defected from the neighbouring nation in 2000. ....

Activists in Seoul vowed on Tuesday to keep sending anti-North Korean leaflets by balloon into the North’s territory, shrugging off a South Korean investigation into a balloon launch last week in defiance of a law banning the practice, which Pyongyang called an act of “dirty human scum.”
South Korea’s Ministry of Unification said Tuesday that authorities are investigating the launch of balloons across the closed inter-Korean border by a group called Fighters for a Free North Korea, the first such launch since the law came into effect in December.
In a move widely criticized by human rights groups and free speech advocates as a concession to placate North Korea, Seoul in December 2020 passed the law banning the airborne leaflets with messages critical of the North Korean government and its leaders, which civic groups have been doing for decades. ....
