15th Finance Commission recommends maintaining vertical devolution at 41 pc

New Delhi [India], February 1 (ANI): In order to maintain predictability and stability of resources, especially during the pandemic, the report of 15th Finance Commission (FC) on Monday recommended maintaining the vertical devolution at 41 per cent, the same as in its report for 2020-21.
The 15th FC s report, with 117 core recommendations, was tabled in Parliament on Monday.
According to an official release of Finance Ministry, the vertical devolution is at the same level of 42 per cent of the divisible pool as recommended by 14th FC. However, it has made the required adjustment of about 1 per cent due to the changed status of the erstwhile State of Jammu and Kashmir into the new Union Territories of Ladakh and Jammu and Kashmir. ....

COVID-19 Business Relief Program Awards More Than $400 Million


CHEYENNE Through the Business Relief Program, more than $419.9 million was awarded to 8,576 applicants with a total of 39,149 full-time employees. More than 7,000 unique Wyoming businesses (6,664) and nonprofits (396) benefited.
The Legislature initially allocated $325 million for the program and Governor Gordon shifted additional unallocated CARES Act funding to accommodate the high demand for relief assistance as COVID-related challenges persisted. Under the BRP umbrella, five funds (Interruption, Relief, Mitigation, Agriculture, and Endurance) targeted financial assistance to the diverse needs of industries, large companies, small businesses, and select nonprofits. 
While operating continuously since the start of the pandemic, Wyoming’s trona industry suffered a significant decrease in the demand for soda ash due to the global impacts of COVID-19. ....

More than $500 million in federal funding helped Wyoming businesses in 2020
In the past nine months, the Wyoming Business Council has infused almost $513 million into the state’s economy, helping businesses and nonprofits weather the challenges brought on by the COVID-19 pandemic.

In March 2020, the U.S. Congress allocated the State of Wyoming $1.25 billion as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act.
During a Special Session in May, the Wyoming Legislature passed three bills to guide how that money was to be spent, initially earmarking $325 million for business and nonprofit relief through the COVID-19 Business Relief Program (BRP), which the Business Council administered. ....

Centre's delay renders Disaster Mitigation Funds useless

For Karnataka, which is hit by natural disasters year after year, funds allocated to mitigate them will be of little help thanks to the Centre’s delay in issuing guidelines on how they should be used.
The 15th Finance Commission had granted Rs 200 crore under the State Disaster Mitigation Funds (SDMF) for projects to protect assets, settlements and eco-systems.
Similarly, around Rs 70-crore projects under National Disaster Mitigation Fund (NDMF), which includes Rs 50 crore for an Urban Flood Forecasting and Mitigation System in Bengaluru and a Rs 20 crore project to reduce the impact of droughts, have also not taken off. ....
