Updated 2/24/2021 6:23 PM Bolstered by the results of a community survey indicating support for the direction of the 1st Street Plaza project along the Fox River in St. Charles, city officials agreed to pay $165,000 to Serena Sturm Architects for a detailed design of the plan. The city previously paid a similar amount to Serena Sturm for a basic design that included artist renderings of the pedestrian walkway, public gathering spot and other amenities. The new design will include an updated site survey and describe the site s architectural and structural dimensions in addition to HVAC, plumbing and electrical systems.
The design will be completed by mid-May with hopes of construction beginning just after Labor Day. ....

Updated 2/2/2021 7:10 PM By reducing or eliminating certain liquor license fees for the upcoming fiscal year, St. Charles officials have found another way to help restaurants and bars hammered by financial struggles during the COVID-19 pandemic. St. Charles Mayor Ray Rogina issued an executive order on Friday, and at Monday s city council meeting he received the backing of a 9-0 vote from the city s aldermen.
According to City Administrator Mark Koenen, the decision will cost St. Charles $120,000 of the $230,000 in anticipated liquor license fees for the fiscal year that starts May 1. The savings for restaurants and bars, however, will be significant and arrive at a time when they re trying to recover from months of restrictions on indoor service. ....
Updated 1/5/2021 6:57 PM St. Charles officials plan no changes to the city s policy on handling the nuisance of the local deer population. Police Chief James Keegan and City Administrator Mark Koenen researched deer management in response to a complaint from a resident who lives in the Timbers subdivision northwest of the corner of routes 64 and 31. Molly Zacker spoke at the Dec. 7 city council meeting about the damage to her yard caused by deer and the driving hazards created as they cross the nearby streets.
Keegan told aldermen at Monday s government operations committee meeting that between 2018 and 2020, police responded to about 1,000 annual vehicle accidents, with five or fewer each year caused by deer. However, he noted that all three 2020 accidents involving deer occurred in the Route 31 corridor mentioned by Zacker. ....
