Somerset councillors scrutinise impacts of two-unitary system on local services Somerset County Council has held a special scrutiny meeting this week to discuss the potential impact of a two-unitary system of local government on adult social care and children’s services. The Government is currently consulting with the public on proposals to replace Somerset’s existing five councils with a new unitary system. On Tuesday (March 16th), a Joint Scrutiny for Adults, Health, Children and Families was held by the council to discuss two expert reports analysing Stronger Somerset, the proposal favoured by Somerset’s district councils. This would replace Somerset’s existing five councils with two new unitary authorities and a separate children’s services alternative delivery model, a shared services company, and a combined authority for the area. The Government is considering changing the way local councils work in Somerset and a public consultation is now open. On Wednesday, members sitting on Somerset County Council’s Scrutiny for Policies and Place Committee were asked to comment on the consultation process and also scrutinise two expert reports analysing Stronger Somerset – the proposal favoured by Somerset’s district councils. The Government is currently consulting over proposals to replace the five existing Somerset councils with either a single unitary authority (dubbed One Somerset) or two unitaries (called Stronger Somerset). A new report by PricewaterhouseCoopers (PwC) has criticised the Stronger Somerset proposals, claiming they have a “lack of detail and evidence” and come up short in a number of fundamental areas. The Stronger Somerset team has rejected the report, saying it contains numerous “misunderstandings and inaccuracies” and that the auditors made no effort to contact them when it was being written. ....
