On June 15, on a motion for rezoning of 602-644 Kingsway, Hardwick said that “to abstain means not to vote at all.” It has since been clarified to council that to abstain is to vote in favour. On July 6, on a motion for rezoning of 1190 Burrard Street, Hardwick noted that the rezoning report was premised on the Housing Vancouver Strategy, which she views as fundamentally flawed, and said, “I cannot in good conscience vote in favour of this rezoning application, which is based on fundamentally flawed policy, so I will be forced to abstain.” ....
