At the Safe Harbor Crisis Center in Davis County, domestic violence calls increased during the pandemic, and many of those victims also reported they were strangled by their perpetrators. “Strangulation has always been a problem, but we are starting to recognize it's involved in most of our calls,” said Kristen Floyd, Safe Harbor's executive director.
