Committee votes to increase size of Missouri Conservation Commission By Rudi Keller Missouri Independent A proposal to increase the size of the Missouri Conservation Commission and insert members of the Missouri House into the selection process won narrow approval Monday in a House committee. But not before that committee was increased by eight members last week by order of House Speaker Rob Vescovo, R-Arnold, as the vote was looming. When the constitutional amendment proposed by Rep. Chris Dinkins, R-Annapolis, had a public hearing Feb. 22, there was clear resistance from some Republican as well as all Democratic members of the House Conservation and Natural Resources Committee. ....
A local lawmaker wants to ramp up punishment for anyone helping feral hogs expand their territory in the state. Legislation from Sen. Lincoln Hough, R-Springfield, would upgrade the penalty for releasing pigs into the wild without a permit from a high-level misdemeanor to a low-grade felony. It also makes some key changes to statutes to make it easier to charge the crime in court. Missouri Department of Conservation officials say the plan would help address a major obstacle to their efforts to eradicate the hogs, which cause millions of dollars in damage each year digging up farmland and habitat across southern Missouri. ....

A local lawmaker thinks the Missouri constitution is missing something big. Rep. John Black, R-Marshfield, is pushing legislation this year that would enshrine a “right to hunt and fish” in the document to ensure those pastimes are never taken away. “We all know that the heritage to hunt and fish in this state is significant and historic,” Black told a House committee last week. “It would seem appropriate that within 200 years from our founding, we finally get it in the constitution.” Black assured colleagues that his idea, which would require voter approval, is not an attempt to second-guess controversial decisions from the Conservation Department. ....
