Jan 20, 2021 EAST PALESTINE Diane Louise Dugan, 70, died Sunday, Jan. 17, 2021 at Covington Skilled Nursing in East Palestine. She was born April 15, 1950 in Salem, daughter of the late Harry L. Sr. and Elizabeth (Kosch) Dugan. Diane was a 1968 graduate of Salem High School and attended Kent State University. She worked at Crane Deming Co. as an office clerk. Survivors include her brother, Harry L. (Georgiana) Dugan of Salem. A private service will be held Thursday, Jan. 21, 2021 at Stark Memorial. Burial will be at Highland Memorial Cemetery in Beloit. Staff Writer SALEM For employees of the Salem City Income Tax office, the end of 2020 today is the bittersweet end of their service to city taxpayers. The Regional Income Tax Agency takes over city income tax administration and collections when the clock strikes midnight. “I’m glad I had the opportunity to help the people of Salem,” longtime city Income Tax Administrator Fred Pamer said. Pamer, full-time income tax clerk Lori Wilson and part-time income tax clerk Diana Harshman have been working diligently in preparation for the transition. Judy Snyder, who had also worked in the office as a part-time clerk, retired recently. ....
