When the lifting mechanism that operates the lower lock gate of Erie Canal Lock E-17 in Little Falls broke last weekend, boaters were forced to tie up and wait.  But those who found docking space at the Little Falls Canal Harbor and Rotary Park agreed that if they had to make an unplanned stop somewhere, Little Falls was a good place to do it.  “We’ve been pretty lucky,” said Tripp Cardinale, who was on his way home to eastern Long Island. “They’ve got power on the dock, pump-out, showers, laundry.”  His mother, Jeanne Cardinale, explained they had purchased the yacht in Alexandria Bay and were taking it home. They started the journey last Friday. On Monday, they hit a snag.
