The National Weather Service maintains this weather station at York Airport in Jackson Township. The airport records low temperatures on cold, calm nights. The readings are often far lower than others around the region. It s a microclimate, said Eric Horst, director of the Weather Information Center at Millersville University. Cold air drains into a low flat spot from surrounding hills.

Snowfall totals are starting to come in. How much did you receive in your area?
Snowfall totals are starting to come in, with one spot in Franklin County receiving a foot of snow.
However, some of the inch counts were reported while the precipitation was still falling. The National Weather Service is still receiving reports of inch totals, and the information will be updated later in the day, lead meteorologist Greg DeVoir said.

So why was that?
The short answer is: wind. National Weather Service meteorologist Greg DeVoir told PennLive that the amount of snow forecasters expected landed, but not over the area they originally expected.
Forecasters called for heavy bands of snow to drop between two and four inches an hour between Adams and Schuylkill counties. However, these bands migrated further north before the Harrisburg area could get anywhere close to the 24 inches thought possible.
By Wednesday morning, it was clear to forecasters that Harrisburg would not be getting as much snow as originally thought. At that point, however, forecasters thought the Harrisburg area could still between a foot and 18 inches of snow. ....
