After amending Article 226 (2) of the Jammu and Kashmir Civil Service Regulations, authorities have ordered a fresh review of its employees’ performance for retirement after 22 years of service or 48 years of age. In November, the Jammu and Kashmir Board of School Education (JKBOSE) prematurely retired an orderly named Fayaz Ahmad Siraj after completing 27 years of service on October 14, 2020, making him the first employee to retire under the new law. Alongside the amendment, the Jammu and Kashmir Finance Department had asked the administrative secretaries for carrying out a review of the respective employees’ performance for implementation of the new rule. ....

A year after dropping July 13, as the public holiday, authorities sealed off the martyrs’ graveyard in Srinagar’s Khawaja Bazaar to prevent a routine ceremonial tribute by Kashmir political parties. Kashmir has been observing the day since 1931 when 22 civilians were mowed down by Maharaja troops when they assembled to witness a political trial. NC and PDP said they had applied for formal permission from the Collector’s office but it was rejected. ....

J&K to retire 'ineffective' staff after 22 yrs of service or 48 yrs of age


The Jammu and Kashmir administration has asked administrative secretaries to initiate a process to identify employees who are ineffective in work or not fit to continue after completion of 22 years of service or have attained 48 years of age.
In October 2020, the Jammu and Kashmir government had amended Article 226(2) of the Jammu and Kashmir Civil Service Regulations for a provision to retire at any time any government employee after he has completed 22 years of service or attained 48 years of age.
The then Financial Commissioner had issued a notification pertaining to the matter and said that the appropriate authority has to give either three months prior notice or three months of allowance to retire any employee. ....
