Behiels wrote in his Jan. 24, 2021, memo to police Chief Dale McFee that some rank-and-file officers had come to believe that Shah had “close knit relationships with senior EPS executive officers.” The purpose of the memo, Behiels wrote, was to inform McFee that he had breached service protocol by leaking investigative materials to the press. Behiels did not provide a copy of the memo to Postmedia.
“Certainly rising above the threshold of suspicion, I believe that members of the Edmonton Police Service have engaged in corrupt acts that have effectively insulated this criminal organization from investigation and prosecution,” he wrote.

A lawyer for Edmonton landlord Abdullah Shah is accusing police of engaging in a “witch hunt” after a series of high-profile raids on his properties failed to result in charges.
Shah’s home and at least five central Edmonton commercial buildings were raided by city police and Canada Revenue Agency investigators on July 24, 2019.
Shah s lawyer told Court of Queen s Bench Justice Nate Whitling that his client and Moukhaiber had a falling out after a very large theft of tools and equipment. A verbal argument ensued as a result of that, Paul Moreau said. He made a large number of threats against Shah . to victimize his children in a violent fashion.
Moreau said that argument led to the phone calls Shah made to the remand centre.
During a phone call a few days later to another inmate, Shah said he had been ripped off for $90,000. I want it done so badly, the minute you tell me he s in medical, I ll be putting $1,000 in your account, he told inmate Salem Godinjak.
