Three OKC police officers cleared in shootings, jail hostage incident

Oklahoman
The Oklahoma County District Attorney emailed letters to Oklahoma City s police chief clearing three officers from wrongdoing in two separate shootings, including a hostage incident at the Oklahoma County jail in March.
Officers Coy Gilbert and Kevin Kuhlman, according to DA David Prater s email, shot and killed Curtis Montrell Williams, who can be seen on bodycam footage holding a makeshift knife to a jail employee s neck, on March 27. Prater told chief Wade Gourley in an email the investigation of Gilbert and Kuhlman was comprehensive and well done, and that the officers actions were commendable.
It is abundantly clear from the evidence that had not Gilbert and Kuhlman reacted quickly, Misquez was likely to have suffered great bodily harm or death at the hands of Williams, Prater said in the email. ....

When U.S. Department of Justice investigators inspected the Oklahoma County Detention Center in April 2007, they discovered that severe overcrowding was causing significant harm to detainees.
“Throughout the facility, we found detainees sleeping on the floor and three or four detainees locked into two-man cells,” investigators wrote in a 2008 report that found conditions inside the facility did not meet constitutional standards. “The detainees spend nearly 24 hours per day in these cramped quarters.”
The jail’s population has dropped by about a third over the past 12 years – from 2,412 in June 2009 to 1,595 on March 31. The Oklahoma County Criminal Justice Advisory Council, a group tasked with recommending solutions to reduce the jail’s population, attributes ....
