The Killeen City Council held the first of two official budget hearings as part of its regular meeting Tuesday, completing the hearing in a record 5.4 seconds. Mayor Jose Segarra opened the floor to citizen comments regarding the proposed fiscal year 2022 budget, closing it moments later as a ringing silence spoke for the community. The $244 million budget, if passed, would allocate tens of millions of dollars for street maintenance and reconstruction, create a wealth of new programs including a new ambulance crew and rental inspection unit, and increase the minimum wage for public safety officers to $13.47. Costs to residents for the new budget come out to an increase of around $154 a year for the average homeowner. This number includes an average homestead assumption of around $150,000, and the proposed property tax rate of 70.56 cents per $100 valuation. ....
The Killeen City Council unanimously approved the appointment of a new communications director Tuesday. The council also discussed the possibility of moving the Bell County Annex downtown. In a 6-0 vote, the council voted to confirm the appointment of Janell J. Lewis Ford as the cityâs new Director of Communications. She will assume her role July 19 and make an annual salary of $105,000. Mayor Pro Tem Debbie Nash-King was not in attendance at Tuesdayâs meeting. The cityâs current communications director, Hilary Shine, is retiring Aug. 1 after 20 years of service to the city. Ford had lived in Killeen as a child due to both of her parents being stationed at Fort Hood. Now, sheâs back and ready to assume her role come July 19. ....

The Killeen City Council could eliminate the use of no-knock warrants by the Killeen Police Department as soon next week, following a discussion on the item at Tuesdayâs workshop meeting. During the discussion, Councilman Ken Wilkerson said this potential change âshows leadership and upstream thinking in how we can keep residents and the police force safe.â âI am definitely in favor of totally doing away with no-knock warrants,â Wilkerson said. Killeen Police Chief Charles Kimble told the council that what he and fellow police officers do is inherently dangerous. âWe deal with some very bad people at times ⦠and I do have hesitancy to take a tool away from the police officersâ tool box,â Kimble said. ....
