Audit shows counties failed to spend Sh4.2b

The Auditor-General has put two North Rift counties on the spot over failure to spend Sh4.2 billion in the 2018-2019 financial year.
Uasin Gishu and Trans Nzoia counties could not spend Sh3.2 billion and Sh1.06 billion respectively during the period under review.
During the period, the Auditor General noted, the Jackson Mandago administration under-absorbed the money, which was part of its Sh10 billion approved budget.
In the neighbouring Trans Nzoia, the report said out of an approved budget of Sh8 billion, the county spent Sh6.9 billion resulting in under-absorption of Sh1.06 billion. ....

Summary
Nairobi Speaker Benson Mutura was Monday sworn in as acting governor and broke the Sh37.5 billion budget stalemate on his first assignment.
Mr Mutura, who will serve as acting governor for 60 days before city voters go for fresh polls, signed the budget warrants that allow for release of cash.
After his swearing in, the High Court allowed the Treasury and the Controller of Budget (CoB) to release about Sh12.5 billion to Nairobi Metropolitan Services (NMS)meant for salaries and recurrent expenditure. ....

Relief as City Hall staff to get paid, NMS to get funding as Mutura takes over


The new development means that NMS will now access its Sh27.1 billion budget, City Hall Sh8.4 billion and the county assembly Sh2 billion.
City Hall and NMS had been facing total paralysis after former governor Mike Sonko refused to sign the warrants a document needed by the National Treasury, Controller of Budget and the Central Bank to authorise withdrawal of funds from the County Revenue Fund.
Consequently, county employees, MCAs and assembly staff had not been paid their salaries for the last two months after the Controller of Budget stopped the use of Vote on Accounts by the county to run its recurrent expenditure after the passage of the budget in October. ....
