We won a reduction in the propose rate from about 42% to about 15%!
We lost a further reduction to ZERO increase!
Three ACC Commissioners proposed amendments to the Judge’s Recommended Opinion and Order (ROO) further reducing our monthly payment. These were profoundly opposed by the Liberty attorney who declared the Commissioners’ amendments would drive utility investment away from the State of Arizona.
The attorney and the president of Liberty frequently declared that we ratepayers “got exactly what we bargained for, the closing of the plant, allegedly at $15 rate increase agreed upon in 2008”.
The only problem is that, the $15 rate increase was over a then $48 / month rate, and very few of us current 2,450 ratepayers were involved in this agreement. In fact, only about 10% of us were involved.

Dear Parents, Community and CCUSD Staff,
After 47 years in education, I will be retiring at the end of this month. Our family moved to Cave Creek from the Midwest 26 years ago. We chose to build our home in the Cave Creek Unified District after researching districts and hearing from so many that CCUSD was a unique and special district. We were not disappointed and 26 years later, I would again choose CCUSD for my own children.
I have been so fortunate to hold the position of CCUSD Superintendent since 2008, coming to the district in 2004 as the Associate Superintendent of Teaching and Learning after being a principal in urban districts in Phoenix and in Illinois. I have had the privilege to have seen and experienced so many amazing accomplishments in our district over the past 17 years due to the incredibly talented and caring staff members in our schools and departments. I have been extremely proud and grateful to have worked among such dedicated colleagues.
After 47 years in education, Cave Creek Unified School District Superintendent, Dr. Debbi Burdick, will be retiring on December 31. Dr. Burdick has held the position of CCUSD Superintendent since 2008 and came to the district in 2004 as Associate Superintendent. During her career, she has been a teacher, principal, educational consultant and adjunct professor at both Grand Canyon and Arizona State Universities. Dr. Burdick graduated summa cum laude with a doctorate from ASU, two Masters Degrees from Eastern IL University and a Bachelors Degree from Western IL University. Dr. Burdick was a National Christa McAuliffe Fellow from the USDOE; received the AZ School Administrator’s Educational Doctoral Student of the Year for ASU and the Outstanding Senior in Education Award from Western IL University.
