$4 Million Of California’s Budget To Be Used To Resolve Rape-Kit Backlog
A request by Assemblyman Tom Lackey, R-Palmdale, to use $4 million of California’s budget to test backlogged rape kits was approved Wednesday.
Lackey made the request to help reduce the backlog of nearly 14,000 rape kits that have yet to be tested by California law enforcement officials.
“I am overjoyed that this dedication of resources will assist victims of violent crime in their trauma recovery process for years to come,” Lackey said. “The backlog is often discussed as an aggregate but each kit represents an individual working to heal physically, emotionally and psychologically. The very least we can do is affirm their pain by testing the DNA evidence provided.” ....

After Madison Campbell was sexually assaulted, she had an overwhelming feeling of not wanting to be touched by anyone, she remembers.
She didn’t want to tell her friends what happened, she didn’t want to talk to the police, she didn’t want to leave her dorm room ever again. In the hours that followed the crime, which occurred while she attended a study abroad program at the University of Edinburgh in 2016, she walked to a nearby pharmacy to buy black dye for her blond hair, and spend the following days and weeks rewatching Westworld.
Years later, it wasn’t just the assault that haunted her it was the fact that she had no evidence it ever happened. “I had no text messages, no photos saved. I didn’t save my clothes. I didn’t save anything. And so it would have been my word against his,” she told Quartz. “It’s really disgusting to me that I didn’t feel like I can get any sort of justice because I had I had nothing to prove that it happen ....

For years, if sexual assault survivors in Cumberland County sought care, they could count on going to Cape Fear Valley Medical Center in Fayetteville, where the hospital’s highly trained and certified sexual assault nurse examiners would provide treatment and gather the forensic evidence needed for law enforcement to build a criminal case against their attacker.
About a year ago, advocates for sexual assault survivors noticed a staffing change, said Deanne Gerdes, executive director of Rape Crisis of Cumberland County. ....
