When copays or deductibles increase due to high elasticity of demand, he explained, patients unable to afford their medications often ration them known as “nonadherence.” Neglecting to take the full dosage of medicines can impede their ability to treat chronic diseases. A 2018 study in the Permanente Journal by Dr. Fred Kleinsinger estimated that nonadherence results in approximately 100,000 preventable deaths per year. ....

California bill to mandate PPE reimbursement for providers stalls

Senator Josh Newman’s bill to make personal protective equipment (PPE) more accessible to health care workers was left pending “for future consideration” by California Assembly Health Committee Chair Jim Wood after its hearing on Thursday. Newman is sponsoring SB 242 in response to challenges faced by small and medium providers during the COVID-19 pandemic, during which the need for PPE increased while its cost skyrocketed.

Newman introduced his bill to the committee:
“During the current pandemic, physician practices across the state have struggled to stay open. Nearly half of physician practices surveyed by the American Medical Association said that spending on PPE increased 50% or more during the pandemic. While PPE costs increased, patient volume and revenue decreased.” ....

Ting and Arambula discuss pandemic's budgetary consequences - State of Reform

California’s budget outlook for the upcoming year is uncertain, according to California Assembly Budget Committee Chair Phil Ting. During the “Reviewing the FY2022 Budget Scenario” panel at State of Reform’s Southern California Virtual Health Policy Conference, Ting said the state currently has $11 billion in surplus, but he is still unsure what the budget will look like at the end of the year.

During the conversation, Ting was joined by Assemblymember Joaquin Arambula, MD, Chair of the Assembly Budget Sub-Committee on Health and Human Services, and Jedd Hampton, Legislative Advocate for the California Association of Health Plans (CAHP).
