Gov. Kate Brown has signed a bill that gives tenants more time to pay past-due rent stemming from the coronavirus pandemic and protects their future ability to rent.
Her announcement, issued Wednesday, May 19, also mentioned the availability of $204 million in a state fund for rental assistance.
Her statement:
Everyone deserves a warm, safe, dry place to call home –– and during the COVID-19 pandemic, it has been particularly critical that Oregonians be able to stay in their homes. I d like to thank Sen. Kayse Jama and Rep. Julie Fahey for their leadership and work to pass this bill, and ensure that we are helping the Oregonians who have been hardest hit by the housing and rent impacts of the pandemic. ....

Rent Repayment Period Lengthened by Oregon Legislature

The Oregon Legislature just announced a bill that would expand the grace period for missed rent until February 28, 2022.   
Currently, Oregonians are due to pay back missed rent the day after the moratorium lifts, July 1. Senate Bill 282, introduced by Portland Senator Kayse Jama, would not extend the moratorium, but instead give tenants more time to repay the money due. 
When introduced on the House floor, Eugene Representative Julie Fahey described it as a way to support landlords and tenants and give more time to those waiting for Federal aid to reach them. Oregon is currently waiting for $222.5 million from the federal American Rescue Plan Act to give to those in need of emergency rental assistance, but it is unclear when these funds will arrive.  ....

Oregon Senate vote sends legislation to Gov. Brown; fund guarantees advocacy in ratemaking proceedings.
The Oregon Public Utility Commission will be empowered to approve discounted utility rates for low-income customers under a bill that is headed to Gov. Kate Brown.
House Bill 2475, which the Senate approved without amendment on an 18-11 vote Thursday, May 13, also allows access to a fund by advocates of low-income households or communities disproportionately affected by environmental pollution that participate in PUC proceedings. The fund is capped at $500,000 annually.
A coalition known as Oregon Clean Energy Opportunity supports the bill to help energy-burdened consumers, defined as low-income households that pay 6% or more of their monthly income on electric and gas service. ....
