　　中西文化之差异，导致其在政府功能与职责上也产生莫大不同，而使中西人民对他们政府的期望也有不同。虽然此点极为重要，但却为一般中西人士尤其是西方所忽略，故而常常发生对中国不必要的误解。
　　也许有人会质疑：中西在文化上的不同，如何能与政府的功能与职责扯上关系？诚然，中西文化之差异是一浩瀚课题。但它们的差异，最终可以归结到一个大前提：那就是关于人性善恶的信念。
　　中西文化在性善与性恶看法上的差别，导致了社会对于政府功能与职责产生了不同的要求。西方人之所以常对中国政府指手画脚，在于他们忽略了文化差异的导因，下意识地认为所有国家的政府运行均应向西方看齐。
