For many it’s the sound of home. It’s the music their parents danced to at weddings, teenage siblings played to heal from a heartbreak and uncles sang out of tune to while drinking tequila.
It can be cheerful, patriotic, sad, desperate and hopeful. Mariachi music transports many listeners to a memory of a country they left behind, a long lost love or happy times with family members and friends.
For a while it seemed the music, along with the talented musicians who play it, were becoming another casualty of the coronavirus pandemic. Early last year numerous weddings, quinceañeras and other large events that usually feature mariachi bands were canceled. ....

Mariachi music has been around for more than 100 years. The music’s popularity outside Mexico has grown so much that K-12 schools and universities have created mariachi music programs across the United States and the world.
The size of a mariachi ensemble varies, but it usually includes singers, violinists, and trumpet and guitar players. Performers wear charro suits, elegant outfits decorated with embroidery and silver or gold metal buttons.

Community celebrates opening of park named for retired assistant police chief

The Ocean View Hills neighborhood in southern San Diego is finally home to a long-awaited community park, named after a retired assistant police chief who grew up in the South Bay and became the San Diego Police Department’s highest-ranking Filipino-American.
The 15-acre Cesar Solis Park, off Del Sol Boulevard, is the result of more than a decade’s work.
“It actually feels a little bit unbelievable,” Councilman David Alvarez said of the park’s opening. “It’s one of the most satisfying days of the eight years on the council.”
Alvarez, whose district includes Ocean View Hills, was instrumental over the years in pushing for funding for the roughly $17 million park. ....

Grand Jury Scolds Past SY School Leaders |

The San Diego Grand Jury released a report critical of past actions of the San Ysidro School District, citing missing funds, destruction of documents, and an overall lack of financial accountability spanning several years.
The report calls attention to the District’s lax financial controls and lack of oversight by the school board members sitting between 1997 and 2014.
The report lays most of the blame on “staff”, meaning the superintendent and his administrators.  The bulk of the inappropriate activity occurred during the tenure of Superintendent Manual Paul who headed the District from 2007 to 2013.
Several members served for long tenures during that period, including Yolanda Hernandez and Jean Romero, who each served over a dozen years on the board. Other members that served during this period were Raquel Marquez Maden, Paul Randolph, Jose Barajas, and Jason Wells. ....

State Audit Finds Evidence of Fraud, Misappropriation by San Ysidro Administrators |

A formal State audit has found evidence that two administrators at a local school district may have committed fraud and misappropriation of funds by granting themselves unearned payments and life insurance benefits without proper approval from their board.
The State’s Fiscal Crisis & Management Assistance Team (FCMAT) conducted an extraordinary audit at the request of the San Diego County Office of Education to review actions taken by San Ysidro School District’s former Superintendent Julio Fonseca and Deputy Superintendent Arturo Sanchez-Macias.
“Based on the findings in this report, there is sufficient evidence to demonstrate that fraud, misappropriation of funds, and other illegal fiscal activities may have occurred,” the report concluded. ....
