Rotunda Rumblings
Payback time: Gov. Mike DeWine wants Ohio to use $1.5 billion of the $5 billion-plus it’s getting from the federal coronavirus relief bill to balance the state’s unemployment compensation fund. As Andrew Tobias writes, the move would avert planned premium hikes on employers to pay back the money the state borrowed from the feds to pay out jobless claims, and avoid what happened following the Great Recession, when the state spent eight years paying off a similar loan. DeWine said Thursday he’s discussed the idea with state legislative leaders, and they were supportive. ....

Joliet resident Jerry Hervey addressed the Joliet City Council on the issue of pension spikes for Al Roechner and Darrell Gavin. He is against it. (City of Joliet )
JOLIET, IL Al Roechner was a lousy chief at the Joliet Police Department and Darrell Gavin was equally inept as Roechner s deputy chief, according to Black Joliet community activist Jerry Hervey.
Because Roechner and Gavin were both underachievers, according to Hervey, the Joliet City Council must not allow Roechner to retire with a $31,000 pay raise on his second to last day at work. Days later, Gavin negotiated an $18,000 raise for himself to retire, rather than accept a demotion back to sergeant and a substantial pay cut. ....

JOLIET, IL
Darrell Gavin had a successful tenure as a detective sergeant at the Joliet Police Department, but his last two years as a deputy police chief were not a success. Rather than be demoted down to sergeant in January, Gavin negotiated a $17,688 raise to spike his pension and boost his retirement severance from the city, Joliet Patch found.
Gavin got an 11.5 percent salary increase during his final full week on the job, Joliet Patch confirmed through a series of Freedom of Information Act requests and subsequent interviews with several city officials. ....
