Betty Mae Full was born April 3, 1928, in Salem, Oregon, to Edna (Cooley) Arthur and Henry W. Arthur. The family moved to Minnesota, where she spent her early childhood. She proclaimed to get to school in good weather she rode a horse four miles and in bad weather walked through three-foot-deep snowdrifts, uphill both ways.
When the family moved back to Oregon, Betty graduated from Newberg High School in 1945. She attended Linfield College and graduated from Good Samaritan Hospital in Portland as a Radiological Technologist. She moved to McMinnville in 1947, and for many years worked for the McMinnville Hospital, the Newberg Hospital, and Dr. Stephen Teal, retiring finally in 1990. ....

Such encounters have long been crucial for the army of Oregon lobbyists hoping to get a moment with a state legislator.
Paloma Sparks, the vice president of Oregon Business and Industry who serves as the group’s lobbyist, described her practice of parking herself outside of a committee hearing or a legislator’s office. The Oregon House Committee on Health Care heard public testimony on a bill that would remove the requirement for physician assistants to practice under physicians.
Currently, a supervising physician may use the services of a Physician Assistant (PA) in accordance with a practice agreement, which is a written agreement between a PA and a supervising physician or supervising physician organization (SPO) that describes what and how the PA will practice. The supervising physician or SPO is responsible for the direction and review of medical services provided by a PA. ....
