The penalty of not carrying out the directive was that the lines of active subscribers were going to be blocked. A 14-day ultimatum which was meant to elapse by December 31, 2020, was initially given. Statistics showed that as of October 2020, the total number of mobile network connections was 207.58 million. With only 43 million of those being linked to valid NINs, it was estimated that 164 million telephone users would face disconnection. ....

The notice of strike was signed by the President of the Association of Senior Civil Servants of Nigeria, NIMC branch, Lucky Michael, and its Secretary, Odia Victor. It read in part, “Consequent upon the just concluded congress of the above mentioned association that took place on January 6, 2020, the unit executive directs all members of grade level 12 and below in the head office and state offices to report to their respective duty posts tomorrow January 7, 2020 and do nothing. ....
“Subsequent upon the last just concluded Congress of the above mentioned association that held 6th January, 2021, the Unit Executive hereby directs all members of Grade Level 12 and below in the Head Office and all state offices to report to their respective duty posts tomorrow (today) 7th January, 2021 and do nothing”, a communique signed by Michael and Victor said. The association also advised all members in the local government offices and special centres to stay away from the various centres as the association task force and implementation committee would be on ground to ensure compliance.
