Over the strong opposition from neighborhood groups, the Denver City Council has approved new regulations that allow up to five unrelated individuals to live in the same household.

The vote raises the limit of unrelated people living in the same household from two to five. Denver Senior Planner Andrew Webb has argued in the past that the new law is unlikely to significantly increase the number of people in households in the city. Denver City Council Approves Group Living Zoning Overhaul


The changes regarding those facilities inspired the two no votes. My concerns with the residential-care side will be too numerous to support, Councilwoman Amanda Sawyer said before voting against the proposal. Councilman Kevin Flynn also opposed the measure.
Council finally voted on the proposal after a meeting that pushed past 1 a.m. and featured testimony from over 100 members of the public. Two-thirds of those expressed support for the measure, while the others had concerns about various provisions in it.

Denver City Council Will Vote on Group-Living Zoning Overhaul, and Readers Have Suggestions


On February 8, Denver City Council will vote on a major update to the group-living portions of the Denver Zoning Code. Among other things, the proposal would allow up to five unrelated adults to live in a household right now, that number is capped at two and open more areas of the city to residential facilities, including halfway houses and sober-living homes.

Safe and Sound Denver Fighting Group Living Zoning Overhault


In August 2020, Safe and Sound Denver, an organization founded by a handful of Denver residents who opposed a proposed overhaul to group-living aspects of the Denver Zoning Code, sent out its first email. The subject: Group Living Equity Claims Ring Hollow.
In the weeks and months since, Safe and Sound Denver has sent out more than two dozen additional emails, attacking the group-living proposal crafted by Denver Community Planning and Development over the past three years and encouraging residents to urge Denver City Council to vote against the measure.
With the final vote set for February 8, Safe and Sound Denver members are now making a final push to stop the proposal, which would increase the number of unrelated adults who can live together in the same home from two to five, and also make it easier for residential-care facilities, such as halfway houses, homeless shelters and sober living homes, to set up throughout the city. ....

Group Living Zoning Overhaul Set for Denver City Council Vote


On February 8, Denver City Council will vote on a group-living ordinance that marks the most significant attempt to overhaul the current Denver Zoning Code since it was enacted in 2010.
After three years of research and preparation and four months of in-depth work with City Council’s Land Use, Transportation and Infrastructure committee we have arrived at a balanced package of amendments that improves Denverites’ ability to seek care and share housing costs, while also making it easier to regulate these land uses, Denver Community Planning and Development says in a fact sheet outlining the group-living proposal.
