Indian agriculture is the largest private sector in the country; yet it is the most regulated, restricted, and prohibited sector of the economy today. Despite such a handicap, Indian farmers have performed a near-miracle in transforming a situation of food scarcity to one of surplus. India has also emerged as a major exporter of agricultural produce, ranked 8th by WTO (World Trade Organization) in 2019. But this has been achieved at a high cost: today, half the population remains largely dependent on a shrinking share of agriculture, 15%, in gross domestic product (GDP). ....

Haryana’s new ‘75% jobs for locals’ law is a harbinger of doom
Haryana Governor Satyadeo Narain Arya’s assent to a law regulating private sector hiring portends a potentially perilous slide in India’s investment climate and its socio-economic framework. The Haryana State Employment of Local Candidates Act of 2020 seeks to ensure that 75% of all jobs with gross monthly salaries of up to ₹50,000 are provided to the State’s own residents. The clamour for preserving economic activity for ‘sons of the soil’ is a recurrent theme now Andhra Pradesh (AP) had passed a similar law in 2019, and the Madhya Pradesh CM has promised one to reserve 70% private sector jobs. Haryana’s law could face legal challenges like AP’s did, as it ostensibly flies in the face of the Constitution, especially Article 19(1)(g) and Article 16(2). Sugar Output Up 20% Till Feb, But Ex-Mill Prices Down: ISMA
The increase is being mainly attributed to Maharashtra, where sugar production till February 28 this year was 84.85 lakh tons.

Despite sugar mills across the country marking 20% increase in production till February 28, 2021 over last season corresponding, concerns are being raised over ex-mill prices showing a downward trend in most states.
According to Indian Sugar Mills Association (ISMA), 502 mills had started operations between October 1, 2020 and February 28, 2021, against 453 in the corresponding period in season 2019-20.
These mills have together produced 233.77 lakh tons of sugar till February 28, as compared to 194.82 lakh tons produced by 453 mills till February 29, 2020. ....

The second advance estimates of production of principal crops for the year 2020-21 reveal a record production of 303.34 million tonnes of food grains, said the Union Agriculture Ministry in a statement.
This is higher by 5.84 million tonnes than the production achieved during 2019-20. Further, the production during 2020-21 is higher by 24.47 million tonnes than the previous five years’ (2015-16 to 2019-20) average production of food grain, it added.
But farmer union leaders are not too upbeat about the benefits that will pass on to the tillers. ....
