On July 9, 1971, US secretary of state Henry Kissinger arrived in Peking for a secret meeting with Chinese premier Zhou Enlai. This was at the height of the Cold War against the Soviet Union, and the US saw an opportunity to entice communist China into its fold. A highlight of Kissinger’s successful visit was a book that Zhou gifted him. It was called ‘India’s China War’ by Neville Maxwell. Impressed, Kissinger told Zhou, “Reading that book showed me I could do business with you people.” A few months later when India and Pakistan went to war, President Richard Nixon and Kissinger’s sympathetic view on China, a Pakistani ally, was influenced by Maxwell’s book which blamed India for the 1962 India-China war. ....

This conference marking the 150th anniversary of the Franco-Prussian war’s end in 1871 is a unique opportunity to emphasize how much the European enterprise has helped us rebuild our continent following three successive conflicts between France and Germany, the most recent being the Second World War. How can the Pentagon keep pace with Chinese defense modernization amid expected flat budgets? One answer being floated is: “Divest legacy equipment to fund innovative solutions. Public proponents of this approach include two Joint Chiefs, Congress, and the new administration.
But divestment can be unexpectedly difficult. Often the best-laid plans fail in the face of Congressional opposition linked to loss of jobs.
It’s also complicated. Assigning equipment to the legacy category requires agreement on the character, location and type of future conflict. On this topic, even professionals disagree.
And, crucially, timing is always iffy. “Innovative solutions” may not be operational as soon as the planners and strategists anticipate or desire. If you’ve already jettisoned your legacy equipment and the innovative alternative is not yet ready for prime time, you’ve left yourself wide open. ....
