PROVIDENCE A city man wrongly accused and imprisoned for 10 months for a murder he did not commit has reached a settlement with the City of Providence. Wilbert L. Richardson, 46, agreed to settle for $67,500 his lawsuit accusing the Providence Police Department and Detective Emilio Matos of failing in their duty to investigate the case even when their only evidence, a purported eyewitness, lacked credibility. “It was some recognition for the fact that he was wrongly accused and incarcerated and his reputation damaged as a consequence of their actions,” said Richard A. Sinapi, who represented Richardson with Shannah M. Kurland. “It doesn’t make him whole,” Sinapi said. “He feels somewhat vindicated and relieved it’s over. He can move on.” ....
