AUSTIN Though the foster care system in Texas has been rocked by a growing shortage of beds and increasingly pointed critiques by a federal judge, leading providers are urging the GOP-led Legislature to double down on a regional privatization approach. The private providers are advocating brisk rollout of “community-based care,” in which one non-state entity is ceded virtual control of a geographic region, even as citations and official rebukes pile up on the two nonprofits in charge of the push in San Antonio and Fort Worth. Troubles are mounting in both cities, the only urban demonstrations so far of the community-based care model that is likely to be imposed on Dallas and Collin counties late next year assuming there are willing bidders. ....

on Southwest Parkway Construction on Southwest Parkway is nearing completion, with a street rehabilitation project from Mission Oaks Boulevard to West William Cannon wrapping up in February. The street rehabilitation project consists of replacing the road base structure and applying a new riding surface. Mobility improvements such as crosswalk striping and improved shoulders are also included. It began concurrent to a routine maintenance project from West William Cannon to Amarra Trail, which completed in late December. A total of 33 lane miles will be improved through both the rehabilitation and maintenance projects combined providing more than six miles of improved road along Southwest Parkway. ....
AUSTIN A federal judge on Friday found Texas in contempt of court again for continuing to expose thousands of children to “an unreasonable risk of serious harm” while they are in foster care. U.S. District Judge Janis Graham Jack threatened to levy fines of $75,000 a day against the state Health and Human Services Commission, starting Jan. 3. The fines can be averted, she said, if the commission, which regulates foster care providers, stops dragging its feet and assembles by then an electronic readout of each home or facility’s five-year history on maltreatment and corporal punishment. Despite being ordered to provide its inspectors the tool more than a year ago, the commission didn’t modify its database to accommodate such historical information until Aug. 31, three days before a show-cause hearing, Jack noted. ....
