His Renaissance Design Fabrication & Powder Coating company is slated to open at the end of Russell Lane just outside of Joseph about May 20, he said on Wednesday, May 5. âIâm not going to base the wages on what they are in Wallowa County,â he said. âMy wages are going to be based on what my company does as a whole. So if I have a welder/fabricator making, say, $22 an hour over in Forest Grove doing the same job, heâs going to be making $22 an hour here. Itâs the scale of how the company is set up. It doesnât matter if itâs here, North Plains or Forest Grove. Iâve got three shops and theyâre all on the same scale.â ....
September 28, 1931 â March 3, 2021 On March 3, 2021, Richard C. âDickâ Frazier, loving husband and father, passed away at the age of 89. Dick was born on September 28, 1931, in Portland, Oregon, to Wilbur and Bernice (Proctor) Frazier. On July 12, 1951, he married Joyce M. Lyon in Umatilla, Oregon. They initially lived in California where Dick was stationed in the Navy. After completing his tour in the Navy, they moved back to Oregon where they began raising their two daughters, Linda and Brenda, and son Steve. Dickâs passion was horses. During WWII, while his dad was away in the Navy, Dick lied about his age so he could race horses professionally. That was followed up by riding rough stock at rodeos throughout the Northwest and working on ranches where horses were a necessity. He shared his passion with his kids and horses were always a part of his life. Even in his last days he enjoyed spending time in his daughterâs barn with her horses. ....
PENDLETON â One month beyond the winter solstice, Oregonâs mountain ranges are all below normal for annual snowpack averages. A look at USDA Natural Resource Conservation District Snotel sites that track snowfall and snow water equivalent from Oct. 1 to Sept. 30 each year show more detailed reports of regional precipitation and snowpack. The Umatilla, Walla Walla and Willow river basins are currently measuring 85% of the annual snowpack average, as of Wednesday, Jan. 27. The Emigrant Springs Snotel on Mount Emily, at an elevation of 3,800 feet, started recording the first measurable precipitation of the water year Nov. 8, 2020. As of Jan. 27, 13.6 total inches have fallen, the snow depth is currently 6 inches and the snow water equivalent is 1.3 inches, 23% of the average. ....
