The Los Angeles County Board of Supervisors (BOS) approved an alternate substitute motion to move forward with a plan in response to a proposal that would have Camps Scott and Scudder acting as temporary secure youth treatment facilities on Tuesday.

County Board of Supervisors have approved a substitute motion with a 3-2 vote to explore options to move male juvenile offenders from across Los Angeles County to Camp Kilpatrick instead of Joseph Scott or Kenyon Scudder after renovations in Santa Clarita during their Tuesday meeting. ....

The Los Angeles County Board of Supervisors is scheduled Tuesday to consider supporting the creation of a permanent juvenile detention facility at Camp Joseph Scott or Camp Kenyon Scudder, which are both in Saugus.
If approved, the board motion – submitted by county Supervisors Holly Mitchell and Sheila Kuehl –would have the county adopt a state subcommittee’s recommendations to move violent youth offenders to the Santa Clarita facilities, which were originally designed to host non-violent youth offenders.
The motion directs the county to “ensure that the appropriate renovations are made at Scott or Scudder within 90 days to be safe and ready for use,” while male youth sentenced after July 1, 2021, are temporarily housed at county-run Campus Kilpatrick in Malibu and female youth are housed at county-run Dorothy Kirby Center in Commerce. ....

California to create chance for substantial juvenile justice reform

Next summer, California will begin closing its three youth detention centers and shift the responsibility of juvenile justice onto the state’s 58 counties, ending an 80-year history of detention facilities that have been criticized for wanton violence and widespread racial disparities.
Under a bill Gov. Gavin Newsom signed into law in September, three Division of Juvenile Justice youth correctional facilities will be closed. California will join Connecticut, Wisconsin, South Dakota and several other states that have closed state-run youth prisons in recent years, according to the National Conference of State Legislatures. ....
