The winding journey for a proposed doubling of Jacksonville s local gas tax is nearing the end of its trip through City Council and headed toward likely passage with support from at least 11 council members, based on their public comments through Tuesday.
Council will meet Wednesday for a special meeting devoted to the gas tax legislation and a final vote by the 19-member body.
Ten council members have taken public stances in solid support for the tax increase while five council members have made stands against it. That meant at least one of the four other council members would need to vote yes for it to achieve the minimum 11 votes for it to win approval.
The Jacksonville City Council on May 19 earmarked $132 million for the 30-mile Emerald Trail network in a bill that would increase Duval County’s local option gasoline tax.
The Council’s 13-6 vote moves the legislation from the Committee of the Whole, setting up a final vote at a special meeting May 26 on Mayor Lenny Curry’s proposal to increase Duval County’s gas tax from 6 cents to 12 cents per gallon to pay for nearly $1 billion in infrastructure projects.
Council member Matt Carlucci, who proposed the amendment to fund the Emerald Trail, said the $132 million would be enough to complete the park project that would connect neighborhoods throughout the county to the urban core.

The Jacksonville City Council voted 16-2 on May 12 in favor of an amendment by Ron Salem to reduce money for the JTA project in Ordinance 2021-0223.
The amendment was added during the Council Committee of the Whole meeting and is the first substantive change to Mayor Lenny Curry and JTA’s proposed Duval County gas tax increase from 6 cents to 12 cents per gallon.
