President Rajapaksa and his 13A dilemmas

It was said of Prime Minister SWRD Bandaranaike that “it was a grim irony that he should be called upon, at the moment of his greatest political triumph, to articulate the strong opposition of the Sinhalese to any attempt to establish a federal constitution.” Sixty-five years later, it could be said in reverse that it is a grimmer irony for President Gotabaya Rajapaksa to be unfairlyput on the spot by his most ardent supporters and their insistent calls for abolishing the Provincial Council system, in total disregard of the realities of political and geopolitical consequences of such abolishing, not to mention the extraordinary Covid-19 challenges that he has to deal with now. The irony is to be noted because Mr. Rajapaksa was among the first to raise the call for abolishing the PCs as far back as 10 years ago, when even the mere thought of becoming Sri Lanka’s president may not have crossed his mind as an American citizen. ....

Flashbacks of reinforcing 13A

Prime Minister Mahinda Rajapaksa has recently said that the Provincial Council (PC) elections will be held when the ground situation is conducive. Minister Sarath Weerasekara insists on scrapping the PCs. Ambassador Nalin de Silva has opined that in the absence of elected PCs, the 13th Amendment to the Constitution (13A) stands abolished.
There are three competing standpoints: (a) Legally, the PM believes the 13A is intact; (b) Conceptually, Minister Weerasekara believes 13A is live, but must be “killed”; and (c) Cavalierly, Ambassador de Silva thinks it is already dead! Thankfully, sanity prevailed when Sagara Kariyawasam MP, following the PM’s statement said: “The 13A remains part of the Constitution, and elections will have to be conducted” and “PCs cannot be indefinitely run by Governors and officials.” ....

Formidable New Year Challenges

Last Monday’s briefing at the Presidential Secretariat (old parliament) on the status of the war-winning armed forces revealed the pathetic state of affairs during the yahapalana administration. President Gotabaya Rajapaksa chaired the Defence Ministry review which lasted several hours. After Defence Secretary Maj. Gen. Kamal Gunaratne addressed the gathering, respective service chiefs explained the crisis experienced by the armed forces during the 2015 to 2019 period.
Navy Chief VA Nishantha Ulugetenne and Airforce Chief AVM Sudarshana Pathirana explained how they were deprived of the required support to maintain available assets. There hadn’t been a similar meeting since the change of government in Nov 2019. The then government allowed the armed forces to deteriorate. The rapid deterioration had been all part of the yahapalana strategy meant to undermine the armed forces. Downsizing the Army had been one cruc ....
