Saga may be over: City grants contract for demolition of The Park, one of Racine's historic theaters

RACINE — The City Council voted Tuesday to fund the raze order that will demolish the 1928 historic landmark theater that has been the subject of dispute between the city and locals who want to preserve the building.
The Park has been under a raze order for more than two years.
An effort by Alderman Mollie Jones to delay the raze order by three months was unsuccessful.
Aldermen Jeff Coe, Mollie Jones, Trevor Jung, Jeffrey Peterson, Mary Land and Natalia Taft voted to delay funding the raze order. Alderman Henry Perez was excused from the meeting. ....

Azarian keeps contract for demolition of The Park, illegal padlocking of doors was a 'misunderstanding'


RACINE — Azarian Wrecking will retain the contract to demolish The Park-Capitol Theater, 3017 Washington Ave.
The Public Works and Services Committee recommended on Jan. 12 to award the contract to the second-lowest bidder, Veit & Co., rather than the lowest bidder, Racine-based Azarian Wrecking, which had bid $199,777 for the project.
Concerns were raised about Azarian Wrecking after a company representative put padlocks on the doors to The Park, thus locking out the building’s owner.
Owner Sam Azarian said the city failed to communicate the antiques in the building would not be part of the salvage. However, Azarian’s low bid was made with his understanding he would be able to offset the low bid by selling the antiques in the building. ....

Plans for location of new juvenile detention facility passed quietly at July County Board meetings

The county did not publicly disclose its plans for use of the Brannum Lumber site for months after the location had been determined. However, the county gave Racine Mayor Cory Mason and other members of city administration notice as early as July 21, although Mason evidently did not pass the information along to the City Council.
An examination of the timeline indicates city and county did not communicate fully with the public, or with each other.
Correspondingly, The Journal Times did not ask pertinent questions when the purchase of the Taylor Avenue property appeared on county meeting agendas in July — although county notices made no mention of what the Taylor Avenue property would be used for. ....

Racine to empower Police and Fire Commission to be more independent from and have more oversight over RPD

Mayor Cory Mason presented the “City of Racine Police Reform Report” to the City Council on Tuesday.
That report is the result of monthslong analysis and discussions led by the Mayor’s Task Force on Police Reform, which was formed in June as Mason answered a call from former President Barack Obama for mayors nationwide to look into law enforcement reforms on a local level.
Most of the reform the city intended to undertake was put into place during budget discussions, before the report had been completed.
No new oversight board
The report detailed four areas of recommendations that came from public surveys and conversations. ....
