Legal Weed No Longer A Pipe Dream


In early December, the House of Representatives passed the Marijuana Opportunity Reinvestment and Expungement Act, or the MORE Act.
The bill sought to decriminalize marijuana nationally by removing cannabis from the federal government’s Schedule I controlled substance list. That category indicates the drug has high potential for abuse and no therapeutic value. It also includes drugs like methamphetamine and heroin.
The bill is a long way from passage. With a new Congress just seated, it would need to be reintroduced and pass again in the House. Even if that happens, it is unlikely to get through the Senate.
Still, the initial success of the MORE Act is an important sign that sentiment in Washington is changing, guided by increasing public backing for cannabis reform. Two-thirds of Americans now support legalizing the drug. ....

Rosalie Liccardo Pacula PhD is a Full Professor and the Elizabeth Garrett Chair in Health Policy, Economics & Law in the Sol Price School of Public Policy and the Leonard D. Schaeffer Center for Health Policy & Economics at the University of Southern California. She also serves as Co-PI of the NIH P50 funded RAND/USC Opioid Policy Tools and Information Center of Excellence (OPTIC) and is the Co-Director of USC’s Institute on Addiction Sciences Policy Affinity Group. Prior to coming to USC, she spent 15 years as the Co-Director of RAND’s Drug Policy Research Center, which provided her the opportunity to educate and engage with policy makers at the state, federal and international level on policies related to alcohol, cannabis, opioids among others. ....

COVID-19 surprise billing ban in 2020 may offer lessons for 2022

Over the last eight months, providers have gained experience dealing with a limited ban on surprise billing. Those insights may prove useful if a broader ban remains as part of Congress and President Donald Trump s passage of year-end budget and COVID-19 relief package, which currently includes a permanent ban on surprise billing starting in 2022.
Congress last March charged HHS with quickly distributing $125 billion in COVID-19 relief funds to providers bleeding revenue from volume losses and gave the agency few instructions on how to do so. The Trump administration was unsuccessful in pressuring Congress to pass comprehensive surprise billing reform and saw the Provider Relief Fund as an opportunity to protect consumers, a White House official said.
