Garden Grove's 2021-2029 Draft Housing Element and initial study for Draft Environmental Impact Report now available for review, comment


As part of the City of Garden Grove’s General Plan update, the 2021-2029 Draft Housing Element, a community housing strategy for the next eight years, is now available for review and comment. The community is encouraged to submit all comments by 5:00 p.m. on Friday, August 6, 2021 at ggcity.org/housing-element. The Notice of Preparation of a Draft Environmental Impact Report and Initial Study, which analyzes the impacts of the environmental effects of the proposed general plan update and zoning amendments, are also available online for review and comment until 5:00 p.m. on Friday, July 30, 2021 at ggcity.org/housing-element.
The City is updating the Housing Element, Safety Element, Land Use Element and Zoning Code and Map, and adopting a new Environmental Justice Element to the Garden Grove General Plan to establish policies mandated by the state. Southern California Counties To Adopt Major Housing Production Targets - Real Estate and Construction


In March, the Southern California Association of Governments
( SCAG )
1 will adopt final Regional
Housing Needs Assessment ( RHNA ) allocations for cities
and counties within the SCAG region.  This

th RHNA cycle represents the first update to these
targets since the passage of key housing legislation, including
Senate Bill ( SB ) 35
2, which grants
ministerial approval and streamlining of qualifying housing
projects if the jurisdiction has failed to meet its RHNA
targets.  Housing developers planning for potential investment
can look to these production targets to assess regional and
