Train travel to be overhauled by new public sector body Great British Railways


CONTROL of trains and track will be brought under a new public sector body named Great British Railways (GBR) as part of sweeping reforms, the Department for Transport has announced.
The organisation will own and manage rail infrastructure, issue contracts to private firms to run trains, set most fares and timetables, and sell tickets.
It will absorb Network Rail in a bid to end the current “blame-game system” between train and track operations when disruption occurs.
The Williams-Shapps Plan for Rail has been published as a white paper.
It is based on the recommendations of a review of the industry carried out by former British Airways chief executive Keith Williams following the chaotic introduction of new timetables in May 2018. ....

Great British Railways | What does it mean for infrastructure investment?


Under the new organisation Network Rail, along with functions from the Rail Delivery Group and Department for Transport will be absorbed as the government delivers what has been described as “the biggest change to railways in 25 years” and aims to lay out a 30 year strategy for the sector.
GBR is expected to deliver £1.5bn in savings a year after five years as a result of “increased purchasing power and economies of scale, and make it easier and cheaper to plan maintenance, renewals and upgrades”.
The Williams Review, chaired by former British Airways boss Keith Williams, was launched in May 2018 and triggered by chaos created by timetable changes that year and the failure of the East Coast franchise. The White Paper states that “failings at Network Rail were central to the collapse of the timetable” and previous reforms had failed to control costs. ....

A Great British Railways will mean a simpler, more efficient system for the industry and passengers, the government has pledged – but job cuts and fair rises have not been ruled out as ministers said they would bear down on costs.
The transport secretary, Grant Shapps, said the reforms announced in a white paper on Thursday would “make the railways easier to use by simplifying fares and ticketing, providing more convenient ways to pay … rail services will be better coordinated with each other and better integrated with other transport services.” ....
