Ineffective legislation hampered efforts to get rid of Amberley's tyre mountain


The situation in Amberley has been murky for years, with breached court enforcements and bankruptcies adding to the confusion, and even last year ECan was unclear about who officially owned the tyres.
The man who leased the Racecourse Rd yard where the fire happened, Michael Le Roy, started storing end-of-life tyres on the property in February 2016.

Tyres are only deemed an environmental concern once they are on fire and leak contaminants into surface or groundwater.
He was collecting them for two companies he was linked to: Tyre Recycling Services New Zealand Ltd and 2016 Tyre Shredding Ltd.
Just a month earlier, in January 2016, the High Court had granted an injunction preventing Le Roy and his linked companies from having anything to do with tyre recycling or tyre collections for three years. ....

Hopes large smouldering tyre stack in Amberley can be smothered today

Smoke has been coming from the 160,000 tyres dumped near Amberley since they were allegedly set alight almost a week ago.
Canterbury Regional Council spokesperson Andrew Arps said it was hoped the pile would have cooled down enough by Thursday afternoon to allow diggers to pour soil on top of it and smother the fire.
We certainly feel for the community. It was an horrendous event. That smoke, although it has diminished, the reality is it is still there. We ve probably been pretty lucky that predominantly it s actually been blowing away from most of the population, the likes of Amberley and things. ....

Residents near a large tyre fire in North Canterbury are being urged to keep their windows and doors closed as the fire continues to burn out.

Forty-five firefighters were called to the burning of 160,000 discarded tyres in Amberley at about 3:10pm on Friday afternoon.
But because of the potential for contamination of groundwater, not a drop of water has been put on this fire. 
Authorities instead have had to stand back and let it burn. ....
