But we confess we were not prepared for the revelation made by the Under-Secretary of State’s recent speech in the House of Lords, of which a telegraphic summary appeared in our Reuter columns yesterday. The speech was delivered in reply to Lord Sydenham’s question asking what steps the Government of India was taking to protect the lives and properties of Europeans and loyal Indians in the country districts. The question itself suggested that the state of things in India was serious enough to call for extraordinary action, and it appears that among the assertions either made or quoted by Lord Sydenham in support of this view was one to the effect that
